From the content of some reports, we believe that some reports have objectively evaluated the implementation of made in China 2025. However, some research reports have raised these concerns and doubts. I think these doubts and concerns are more about not knowing much about the situation in China, and there are some misunderstandings and misreading

First, the high-tech industry has never been developed by protection. High tech industry is the fundamental driving force to promote industrial upgrading and economic development. A common feature of these fields is high investment, high risk and strong uncertainty. It is a common practice of all countries to give certain guidance and support by the government. However, technological innovation and market competition ultimately depend on enterprises, which cannot be replaced or controlled by the government. We clearly put forward in "made in China 2025" that we should adhere to the basic principles of market dominance and the government can try to display the experimental curve or check the measured value of sensors in real time, strengthen the dominant position of enterprises, stimulate the vitality and creativity of enterprises, and the main role of the government is to create a good policy environment for the development of enterprises

second, made in China 2025 treats domestic and foreign enterprises equally. Made in China 2025 and its related policies and measures are applicable to all enterprises in China, whether domestic or foreign-funded, whether state-owned or other ownership enterprises, and whether leading enterprises or small and micro enterprises. Therefore, there are no statements and practices to suppress foreign-funded enterprises. On the contrary, during the implementation of "made in China 2025", we have always adhered to the concept of open development and win-win cooperation, and actively carried out international cooperation by using various bilateral and multilateral cooperation mechanisms to create a good environment for practical cooperation among enterprises

third, core technology cannot be bought with money. At present, developed countries have always restricted our technology, equipment and products. I'll buy it and you won't give it. I can only rely on myself to overcome these bottlenecks and shortcomings by implementing major science and technology projects and major projects. Recently, some Chinese enterprises have acquired and merged foreign-funded enterprises out of their own strategic considerations. These are market behaviors and enterprises' independent choices in the market. The Chinese government has never imposed any mandatory requirements, nor has made in China 2025

Xin Guobin stressed that in the process of implementation, the prototype made by our development team is only four and a half months' research and development results.
